We cannot send instructions pending receipt of views of Government of India. In the meantime please explain your proposal that all existing stocks of uncertificated opium in China shall be cleared off within six months. Presumably you do not include uncertificated opium which has passed into the interior from treaty ports; but do you include opium in the treaty ports on which the consolidated duty has been already paid?
